The casting of Kurt Russell and Wyatt Russell as the same character — Lee Shaw at different points in his life — was the creative decision that convinced Apple TV+ to commission the series. Writers Chris Black and Matt Fraction designed the dual-timeline structure around this specific pairing, recognising that the genetic similarities and generational differences between the real-life father and son would add an authenticity to the parallel performance that no casting of two unrelated actors could replicate.
The monster sequences in Monarch were created using a hybrid approach that combined practical creature elements — including enormous physical props and textured surfaces that the actors could physically interact with — with digital visual effects developed in collaboration with the same VFX houses responsible for the theatrical Godzilla and Kong films. The production team insisted that at least some portion of every monster sequence involve something physically present on set so that the actors' fear responses would be genuine rather than performed.
Anna Sawai prepared for the role of Cate by researching real testimonies of people who discovered late in life that a parent had led a secret existence — interviews with former intelligence officers' children, long-hidden family members, and survivors of institutional cover-ups. She has described this research as transformative in helping her understand Cate's grief not as melodrama but as a deeply rational response to having the entire premise of one's childhood suddenly invalidated.
